Yes, a development permit, but not a building permit

Bastrop County says plainly that it does not issue building permits or Certificates of Occupancy. What it does issue is a development permit, and development there means any man-made change to improved and unimproved real estate, including but not limited to buildings or other structures. Development Services has a permit category and a fee schedule specifically for accessory and incidental structures: fifty dollars up to two hundred square feet, one hundred dollars from two hundred to a thousand, five hundred dollars above that. Only a very small building escapes it: a development permit is not required for accessory buildings twenty-five square feet or less unless they are placed on a foundation or constructed within the floodplain.

Texas counties have no general zoning power. Outside city limits there are no county setbacks, no lot coverage rule and no design review, so nobody at the county can tell you where on your land the building goes.

Fee: Accessory/Incidental structure: up to 200 SF $50.00, 200 SF - 1,000 SF $100.00, over 1,000 SF $500.00. Single-Family $225.00, Driveway $50.00, Standard Residential OSSF $600.00, Aerobic Residential OSSF $700.00

Bastrop County states it has limited statutory authority regarding building codes, and that the Bastrop County Building Code only applies to the construction of residential single-family homes and duplexes. For those homes three inspections are required, but the county is not involved in the inspection process; it is the builder's responsibility to comply, to have the inspections performed and to keep the reports.
