Brazoria County runs its building permits out of the Floodplain and 911 Administration office, and the trigger is size, not who builds it. The county states that building permits are required for any new or relocated structure more than 200 sq ft, manufactured home, or addition more than 50% of present evaluation of existing structure. A delivered carport or garage over 200 square feet is a new or relocated structure by that wording. The county also sets a finished floor rule: two feet above the FEMA elevation inside a flood hazard area, 24 inches above existing grade outside one.

Texas counties have no general zoning power. Outside city limits there are no county setbacks, no lot coverage rule and no design review, so nobody at the county can tell you where on your land the building goes.
