Jefferson County requires you to contact Environmental Control before beginning any development to land in the unincorporated county. The county uses the FEMA definition of development: any man-made change to improved or unimproved real estate, including but not limited to buildings or other structures. Setting a building on your land is that change, so the permit comes first. Permits are generally issued in five to ten business days.
Separately from the development permit, the county follows HB 2833: any building with living quarters must have three inspections, at the foundation stage before concrete is placed, at the framing and mechanical stage before drywall, and at completion. That is a residential inspection duty, not a county approval, and none of it applies inside Beaumont, Port Arthur or any other city limit.
