Montgomery County permits development in its unincorporated area through Environmental Health Services, and its residential development permit procedures state flatly that every structure and every addition requires its own permit. The fee is one hundred fifty dollars for a structure outside the hundred-year floodplain and two hundred dollars for one inside it. Separately, the county's Fire Marshal adopted a county fire code under Texas Local Government Code 233.061, and that code carries its own permit for new construction and substantial improvement of public and commercial buildings and of multi-family complexes of four or more units. A delivered carport or garage on a residential lot is the first case, a development permit, not the fire code one.
Fee: Residential development permit: $150 for a structure out of the 100-year floodplain, $200 for a structure in the 100-year floodplain
The county's fire code permit does not reach one- and two-family dwellings or multi-family buildings of three units or fewer, and the Fire Marshal states that projects under five hundred square feet do not require a fire code permit though they may still require development, septic or health permits.

Projects less than 500 Sq. Ft do not require a fire code permit, but may require other permits for development, septic, health, etc.
