San Patricio County requires a permit for all development in the unincorporated county, and its own FAQ answers the delivery question directly: asked whether a permit is required for placing a shed, storage building or cabin on a property, the county answers yes, you are required to apply for a permit prior to moving any structure onto the property. The fee schedule has a line for accessory buildings, storage, barn, garage and the like, priced by value. The county also adopted a fire code under Chapter 233, Subchapter C, Texas Local Government Code, section 233.061 et seq., which adds a separate permit for commercial establishments, public buildings and multi-family dwellings of four or more units.

Texas counties have no general zoning power. Outside city limits there are no county setbacks, no lot coverage rule and no design review, so nobody at the county can tell you where on your land the building goes.

Fee: Accessory Building (Storage, Barn, Garage, etc.): $20.00 per $10,000.00 in value, $60.00 minimum outside a flood zone; $30.00 per $10,000.00 in value, $90.00 minimum in a flood zone

An open carport is treated differently. Asked whether a permit is needed to add a patio or carport to a home, the county answers no, only structures with 4 walls and 200 square feet or larger need to be permitted. Note also that all permit fees double for any construction that is started prior to obtaining a permit, and none of this applies inside a city limit.
