Bexar County publishes its own reading of Chapter 233, Subchapter C. It says the county requires a permit when a pre-built structure is placed on a property, when a new commercial, public-access or multi-family building goes up, and when an existing building is substantially improved. On that reading a carport delivered on a truck falls in the first case, so call Bexar County before delivery day.

Texas counties have no general zoning power. Outside city limits there are no county setbacks, no lot coverage rule and no design review, so nobody at the county can tell you where on your land the building goes.

Read the statute and Subchapter C is narrower than that summary. It is a fire code power, open only to counties over 250,000 or next to one, and it reaches commercial establishments, public buildings and multifamily of four or more units. It does not mention pre-built structures. The pre-built line is Bexar's own wording, not the statute's, so treat it as this county's position rather than a statewide rule. Bexar also states it has no authority over single family residential construction unless an owner asks for permitting.
