Collin County has no zoning on unincorporated land, but it does run a permit counter. Development Services says the permits county residents most often need are an on-site sewage facility permit, a driveway or culvert permit, and a development permit for grading, fences, barns or a house. The county draws the line at the ground: only projects that disturb ground or add footprint to a parcel require a permit. A carport or garage set on your land adds footprint, so it is a development permit question, and the fee for a new-construction development permit is seventy-five dollars.

Collin County states there is no zoning in its unincorporated area, so the county is not telling you where on the lot the building goes. Commercial work is routed to the Fire Marshal's Office, not to Development Services. Collin does not publish a statement that it has adopted Chapter 233 Subchapter C, and none of its pages name that statute.
