DO YOU NEED A PERMIT?
No. The county does not issue building permits

Victoria County says it plainly in its own development guidelines: the County of Victoria has not adopted building codes for development, residential or commercial, in the unincorporated area of the County, and the County of Victoria does not issue building permits or provide a certificate of occupancy. It has also not adopted a zoning ordinance or minute order. A delivered carport or garage on unincorporated Victoria County land needs no county building permit.

Texas counties have no general zoning power. Outside city limits there are no county setbacks, no lot coverage rule and no design review, so nobody at the county can tell you where on your land the building goes.

Three things the county does still require: an on-site sewage facility permit, a floodplain development permit, and a driveway permit through the Precinct Commissioner. The first two are reviewed, issued, inspected and approved by the Environmental Services Division of the Victoria County Health Department. Inside the City of Victoria or any other city limit, the city permit applies instead.
