Most Texas counties do not issue a building permit for a residential carport, garage or barn on unincorporated land. Some do, and where they do it is usually a development permit run through floodplain administration rather than a building code. A tubular steel building is put up on your site by a crew, so where a county permits anything at all, that counts as construction and the permit applies. Which kind of county this is, we have not confirmed yet.

Chapter 233, Subchapter C of the Local Government Code is often quoted at metal building buyers. It is not the rule. Subchapter C is titled Fire Code in Unincorporated Area, only a county over 250,000 people or one next to a county that size may adopt it, and it applies only to commercial establishments, public buildings and multifamily dwellings of four or more units. A single family carport is outside it.

Texas counties have no general zoning power. Outside city limits there are no county setbacks, no lot coverage rule and no design review, so nobody at the county can tell you where on your land the building goes.

We have not yet read Calhoun County's own published position, so we will not tell you it is a yes or a no. Call the county and ask whether you need a development permit or a building permit to put up a carport on your land here.
