Wise County answers this one directly in its own FAQ: Wise County does not require general building permits. If your site is inside an incorporated city or its extraterritorial jurisdiction the county sends you to that City Hall instead. What the county does require is a septic permit, arranged through Public Works and Environmental Services in Decatur. That office is at 2901 S FM 51, Building 100, and is open Monday through Friday 7:30 a.m. to 5:00 p.m.
The county's own wording is 'general building permits', which leaves room for specific permits it may still require, and it says nothing about Chapter 233 or about a pre-built structure by that name. The septic permit is separate and is required.
