Parker County states it plainly: the county does not issue building permits or certificates of occupancy. It also states there are no zoning requirements within unincorporated areas of Parker County. What the Permitting Department does regulate is on-site sewage facilities in the unincorporated area and all development within the special flood hazard areas. For a commercial or multifamily project the county asks you to contact the Parker County Fire Marshal's Office for fire and life safety review before construction.

Texas counties have no general zoning power. Outside city limits there are no county setbacks, no lot coverage rule and no design review, so nobody at the county can tell you where on your land the building goes.

No county building permit does not mean no rules. Floodplain and septic are separately regulated by the same office and both bite. Inside Weatherford or any other city limit or ETJ, the city's building permit applies instead.
